Away from the volatile pressure of European militarism and nationalism, the USA lacked the impetus to develop what the Wrights had delivered to them. Quite simply there was no strategic need for major investment. There was no cash for development until 1911 and the army had only one Wright flyer and one pilot. The Wrights and Glenn Curtiss, another leading airman, were forced to work long and hard to boost interest in aviation in America, setting up, for example, a series of airshows and circuses where aircraft would perform for sizeable crowds.

The fact that Imperial Germany, France’s arch-rival, was viewed as the chief exponent of the airship also did little to aid the airship’s case. 30 He went on to head the Inspectorate of Military Aviation established in October 1910 to oversee all aerial matters in the French military. By 1912 he was arguing that the development of offensive aerial weaponry was the next crucial stage, as air combat and bombing would be of importance in a future war. Consequently he ordered special tests to investigate the use of bombing aircraft against troop formations.

It was not until the Wrights went public with their “flyers” in 1908 that the significance of their contribution became clear. The conquest of the skies had been a preoccupation of human civilization for centuries and stories abound of the earliest attempts at flight. The famous legend of Daedalus and Icarus is told in many languages and many early cultures revered deities who were imagined to have mastered flight. Strangely, the Graeco-Roman cultures, the founders of scientific and secular based western civilization, have few such tales and only the story of Archytas of Tarentum has made an impression from those times.
